In regard to this topic HERE, I have thought up a cunning plan to minimize the time that players spend building supercapitals on the test server.
First and foremost, there will be NO spawning of Motherships and Titans. None whatsoever, under any circumstances.
We will try and set up a few constellations with all the sovereignty levels, so that players can test the new POS structures, outpost building and upgrades and supercapital building without having to wait a few weeks or months for the required sovereignty level.
I will continue to help players that request it to set up POS'es and capital arrays, haul components and install jobs, although I will have much less time for it now. The testing alliance will be recreated after the mirror and everyone is free to join.
What do I do if I am building a ship on the current mirror?
If your current build job has a completion date that exceeds the life expectancy of the current Singularity mirror (that is to say, the new mirror will come before your ship is built), take a screen shot of the Science & Industry window with the supercapital build job(s) in progress, making sure that the start and completion dates are visible. I will be checking this against the database, so after the new mirror is deployed no more screen shots and requests will be accepted.
You will have to install a new build job on the new mirror, but I will subtract the construction period from the current mirror.
Example: Player X is building a Mothership; the build job takes 23 days would complete 12 days after the new mirror is deployed. After re-installing the job on the new mirror, 11 days will be subtracted from the building period to account for the build time spent on the current mirror.

Ehrine - Yes, I will be able to help you install the job, but the script needed to forcefully modify the sovereignty levels is too complex and affects too many things to be run safely other than in a designated controlled area.
MrRx7 - There is no way to copy your assets from the old mirror to the new one, therefore you will have to build them again.

Get the CEO of your corporation to apply to Doomsday Testing Alliance. I will keep the name to avoid confusion, although the testing is not limited to supercapital buildings - you are welcome to test all the new features that require sovereignty.
If that is not possible, you can become a member of the corp I will use to create the alliance or another member corp. Or even create your own corp and use that to join.
For CEO's - to apply for membership in the testing alliance, go to the Corporation panel - Alliances tab - Rankings. Look up Doomsday Testing Alliance in the list, right-click - Apply to join.

Of course, I could rethink the entire project and find some better things to do with my time, Mr. Sarcastic.

Doomsday Testing Player Corp now exists and is part of the Doomsday Testing Alliance.
Level 3 sovereignty has been claimed in the Yrton constellation and four outposts have been deployed in the same constellation. They are not market seeded yet.

I feel compelled to remind you that access to the test servers is a privilege, not a right. Our customers do not pay for this privilege. There is nothing in the EULA, ToS or other official agreements that binds CCP employees to offer customer or player support on the test servers. Which, as it happens, are not a playground for players, their primary purpose is to serve as a test environment for CCP.
But you are certainly right, a much better way to show our customers that I care would be to dedicate all this time I am wasting on assisting players on the test server to do more work for the betterment of the game. There are enough issues that need investigating after all.

I was not citing anything, simply reminding people that access to the test server is a bonus we chose to offer our customers. Not guaranteed in any way. Furthermore, the facilities I offer for testing certain issues are complementary. The initial precisation was to prevent people complaining about the discontinuity of the service should I become too busy to dedicate my *free time* to it.
Attempting to bully me into guaranteeing said complementary service by accusing me that I don't care about our customers and citing things out of context is much less likely to make me become more helpful and more likely to irritate me and cause me to discontinue any previous player support on the test server, such as reactivating accounts and the very subject of this thread.

The alliance is set up and there are four outposts in Yrton, with various levels of sovereignty. However, this was set up as test environment mainly, so there is no market seeding or full constellation sovereignty.
As this is going to be a "short" mirror I'd advise against starting any supercapital build jobs, though.

A new mirror has been deployed to Singularity yesterday. We expect it to last around 3-4 weeks, so I did not set up the testing alliance and the sovereignty. If anyone thinks they could use this service for testing in the next 3 weeks or so, please reply in this thread and I will set up things on Monday/Tuesday.
However, due to my extremely limited time in this period, I will only set up the alliance and level 3 sovereignty in one constellation, probably without outposts, although I will try to find an unclaimed constellation with an existing outpost.

The testing alliance has been set up in the Yrton constellation in Cloud Ring. The headquarters are in the FD-MLJ Intaki Bank station.
You can apply with your character to the Doomsday Testing Player Corp or as a CEO.

I am currently swamped in work and I don't know when I will have time to set up the testing alliance on Singularity again. Hopefully it will be done by the end of the week and perhaps Smeegal can find someone to help him set up the build jobs again.

Doomsday Testing CCP Alliance is now set up on the new mirror (deployed on Friday, January 9th 2009).
Since players have already set up some starbases in the Yrton constellation, I have claimed the Prelle constellation in Cloud Ring, which was empty. This constellation contains the XZH-4X system, which has a market-seeded station.
Regarding the supercapitals from the last mirror, I had about 40 results from the query (supercapitals both already built and in production) which I placed at the character's current location. If you did not get yours please send me a mail in-game on Singularity.

Indigosia - There are already a lot of starbases set up in EC-P8R.
Regarding the P-2TTL system, please do not attack any starbases or stations without the owner's consent. The non-consensual combat rule applies to starbases and stations as well. You can take over a station if it looks like the TQ owners are not using it, as long as you do not restrict access to the station or its services in any way.

After the mirror DTCCP actually had ownership of the P-2TTL station without Sov. In fact DTCCP still has 2 online tower and 2 anchored towers in P-2TTL. It appears BEDAR has taken over the station and has one tower in system (the only free moon left) They were in Scalar but appear to have left it on Sisi.
So atm we have a non-alliance corp controlling the P-2TTL station and have one online tower in system. There does not appear to be any produciton or other real activity on that tower. DTCCP controls the other remaining 4 moons.
Nobody actually has had Sov in the system since the mirror and that holds true.
I see this system is still fair and in play since there is no holding alliance nor an anchored corp tower in an alliance which can claim Sov.
Oneiromancer can you confirm P-2TTL is free for me to claim Sov and can you remove the DTCCP towers? Or at least give me the green light to pop them if you don't have the time.

Short Attention Span was the first corporation to online towers and claim sovereignty in P-2TTL. It looks like the first tower to claim sovereignty went offline and the next one was onlined a few days ago. Please find another system to test in.

The Doomsday Testing alliance is alive again after the mirror and claiming sovereignty in Prelle constellation in Cloud Ring.
I have the database export with all the supercapitals that were produced/in production on the last mirror, and they are almost a hundred.
I am *very* busy with work on Apocrypha, so I will not have time to return any supercapitals until this weekend. Also, please do not request sovereignty or outpost seeding, I simply do not have time. There are 2 or 3 outposts in Prelle and one of them is seeded, that will have to do for now.

The DTA is currently claiming sovereignty in Prelle. Members of the alliance can claim sovereignty somewhere else as long as no other starbases are present in the system.
All supercapital build jobs for alliance members are now complete. If you install other jobs in the future please post here or send an EVEmail to the alliance in game.
Please read the updated post above for the new procedure regarding supercapital builds.

I don't know who told you this, but it is not true. I do not have the time to set up towers and structures, nor restore sovereignty for an alliance other than the Doomsday Test alliance. If you want to experiment with sovereignty you are welcome to join and you will have access to level 3 sovereignty systems.

The test alliance has been set up on the new mirror and I am in the process of claiming sovereignty in the Prelle constellation. It may take 2 to 3 days for sovereignty to kick in.
If you had build jobs on the old mirror you will need to reinstall them and then I can complete the jobs as they are installed. Post here or send an EVEmail to alliance if you are in the Doomsday alliance when you have installed a job.

I set up the test alliance and corp again and the 3 stations in Prelle should allow free access. Prelles also has level 3 sovereignty in all systems for the test alliance.

There will be level 3 sovereignty in 5-MLDT and O-Z after the next downtime and the XZH station has 15 offices available for renting.
On another note, I will go on vacation after tomorrow, but I'll be on IRC occasionally, so if you need something you can poke me there. I'll check this thread for supercap jobs and the likes, but expect a longer response time because, you know, vacation.

I recreated the Doomsday Alliance.
The "snag" is that we forgot to remove sovereignty structures from TQ when the mirror was deployed, so we did a purge of all sovereignty objects yesterday morning.
Since the Prelle constellation with XZH is now occupied by a player alliance due to me being sick yesterday and not being able to claim that space first, Doomsday Testing Alliance is now claiming space in the YRTON constellation, which is closer to FD-MLJ but doesn't have any seeded stations yet.
I'll build some outposts and try to get them market-seeded.

The job that makes outpost eggs hatch is not running by default on Singularity. I have made a request for it and it was ran yesterday, so your outposts should be built now.

Dantaeri - you should make sure that you have the owners' approval before shooting stuff. You can either contact the CEO/directors of the corporation that owns the outpost, find another outpost owned by a willing "victim" or build one yourself and shoot it.
Or I can whip up an outpost in some corner of the universe.

In other news, I have restored the Doomsday Testing alliance and claimed the Prelle constellation in Cloud Ring (which has a seeded station) and I'm in the process of claiming the Yrton constellation in the same region for those who want to play with building outposts.
Only XZH-4X has an infrastructure hub, if you want a hub in other Doomsday systems please let me know.

I am on a business trip for 3 weeks, but I try to keep an eye on this thread in my spare time and complete jobs. It would help if requests for job completion would be posted here rather then EVEmailed to me or the Doomsday Testing Alliance, as in-game access is tricky business while I travel.

Headerman - this is not what the CSM is for. Accelerating builds is not so time-consuming, however people have started making requests for accelerated sovereignty. While this is something I can do, it's not mentioned anywhere in the OP of this thread and it is rather time consuming to do. I would appreciate it if you could join the test alliance instead, which already has sovereigtny claimed and upgraded.

Nadaam - the IHub is already in XZH-4X and has all upgrades. For XT-R36, you need to claim sovereignty first.
The seeding of supercaps on the market is an oversight.

Applications accepted, jobs completed. Raising sovereignty levels and development indexes is not part of the package, sorry. If you need sovereignty to build supercapitals, either join the test alliance and use the systems with existing sovereignty, or wait until you get sovereignty on your own.

A new mirror was deployed today, taken on Thursday, December 16th. I haven't had time to set up the Doomsday alliance before going on holiday, so CCP Sisyphus will do that. He will also take over supercap job completion and nothing else.
I have put up some beacons in the Prelle constellation to let people know not to claim sovereignty there until Sisyphus has had time to set up the test alliance and claim sovereignty.
I will see you all in about 3 weeks, play nice and don't harass Sisyphus.

If you want your corporation to join the alliance, simply apply to join if you are the CEO, or get your CEO to do it.
In other news, we had a hiccup with sovereignty in XZH-4X due to someone removing all the ISK from the executor corp wallet. That has been remedied and the perpetrator permabanned. Those who had supercaps building there will have to put their arrays online again so that I can complete the jobs.
Yes, we've been corp thieved. =/
